In preparation for the peace conference that was expected to follow World War I, in the spring of 1917 the British Foreign Office established a special section responsible for preparing background information for use by British delegates to the conference. German Opinion on National Policy Since July 1914 is Number 157 in a series of more than 160 studies produced by the section, most of which were published after the conclusion of the 1919 Paris Peace Conference. The book consists entirely of short excerpts from books, speeches, and other statements by influential Germans since the outbreak of World War I. The statements are grouped in four sections: Africa, European Countries, Central European Questions and the Turkish Empire, and South America and Polynesia. The passages quoted are mainly by prominent German academics and deal with Germany’s objectives for, and vision of, a postwar world. The statements generally proceed from the assumption that Germany will win the war. An index of authors—34 in all—is provided. The book is a continuation of Numbers 155−56 in the series, German Opinion on National Policy Prior to July 1914. Part I and German Opinion on National Policy Prior to July 1914. Part II. They consist of excerpted statements by influential figures on Germany’s ambitions and political designs in the period leading up to World War I. In the German Opinion on National Policy Prior to July 1914 studies, all of the statements are translated into English; in this book, the excerpted passages are all given in the original German.
